Sustainable Solutions
While we continue to be anchored by our fundamental mission to provide access to
affordable, quality health care, we must find ways to achieve that within a system
that continues to struggle with the seemingly insurmountable challenges of growing
medical needs and diminishing financial resources. We must work together to fix
our system and do so in a way that is fiscally responsible and sustainable over
the long term.
To be fiscally sustainable, we believe the health care system needs to shift from
payment based on the number of services provided to a reimbursement system based
on quality and cost-effective outcomes.
HMSA has long been an advocate of reimbursing providers based on the quality of
care they provide, a pay-for-performance model in which physicians, hospitals, and
other health care providers receive financial rewards for practicing evidence-based
medicine, preventing disease, and improving the quality of health care. Implementing
this type of solution throughout Hawaii’s health care system will require
cooperation and collaboration between all health care stakeholders.
